PM SVANidhi Yojana – For years, street vendors in India’s urban centers faced significant challenges in securing affordable credit. Moneylenders often imposed exorbitant interest rates, while banks remained hesitant to approve loans for informal workers. A single crisis—be it a monsoon season or a municipal crackdown—could devastate their entire income. The launch of PM SVA Nidhi Yojana in June 2020 marked a turning point, offering a lifeline to vendors impacted by the pandemic and beyond.

What Is PM SVA Nidhi Yojana?

The Prime Minister Street Vendor’s Atma Nirbhar Nidhi (PM SVA Nidhi) is a micro-credit initiative by the Ministry of Housing and Urban Affairs (MoHUA) designed to provide low-cost working capital loans to street vendors. It aims to restore livelihoods, encourage formal financial inclusion, and help vendors establish credit histories for future growth. The program’s structure allows for incremental loan disbursements: Rs 15,000 in the first year, Rs 25,000 upon timely repayment in the second, and Rs 50,000 in the third. Repayment is structured over 12 months, with subsidies and cashback incentives tied to digital transactions.

Eligibility Criteria

To qualify, vendors must have been active in urban areas as of March 24, 2020. This includes those with a vending certificate from their Urban Local Body (ULB), identified through ULB surveys, or recommended by a ULB or Town Vending Committee. The scheme is gender-inclusive, with targeted support for women. There are no restrictions on the type of goods sold—ranging from groceries to handicrafts—ensuring broad accessibility.

Application Process in Uttar Pradesh

Applicants can register via the PM SVA Nidhi portal at pmsvanidhi.mohua.gov.in or through nearby Common Service Centres (CSCs). The process requires linking an Aadhaar number to a mobile number using OTP authentication. Next, they complete a form with personal details, vending category, and business address, uploading a photo and documentation such as a vending certificate or letter of recommendation. After ULB verification, applications are forwarded to designated lending partners, including Scheduled Commercial Banks, Regional Rural Banks, and Microfinance Institutions.

Uttar Pradesh’s Success in Implementation

Uttar Pradesh has consistently topped the list in PM SVA Nidhi adoption. As of MoHUA data, over 60 lakh vendors have received loans across 762 urban local bodies—more than any other state. Cities like Lucknow, Kanpur, and Gorakhpur have seen remarkable participation, with many vendors now accessing the highest-tier Rs 50,000 loans. In Gorakhpur alone, the scheme has benefited over 1.5 lakh vendors, serving as a model for urban poverty reduction. Some have expanded their operations, sourcing directly from markets and employing family members, while maintaining digital payment records.

Beyond Loans: Building Financial Identity

One of the scheme’s most profound impacts is the creation of formal financial identities for vendors previously excluded from the banking system. Mandatory digital transactions help build verifiable credit histories, enabling access to additional loans like crop finance or housing schemes under PMAY. Integration with UPI and QR code systems has also spurred digital literacy, particularly in smaller cities. Vendors now commonly use PhonePe and Google Pay, enhancing their operational efficiency and customer appeal.

Future Expansion and Goals

The government continues to broaden the scheme’s reach. The 2024–25 Union Budget introduced enhanced provisions to strengthen support for vendors. With ongoing focus on accessibility and digital inclusion, PM SVA Nidhi remains a critical tool in revitalizing urban livelihoods and fostering financial resilience among informal sector workers.
