These individuals, primarily from Pakistan and the Pakistan-occupied Jammu and Kashmir (PoJK) region, are linked to various terror activities across India. Among them is Mohammad Musaddiq, a Jaish-e-Mohammed (JeM) operative accused of conducting reconnaissance missions at the Ram Janmabhoomi site in Ayodhya, as well as the RSS headquarters in Nagpur and the Indian Oil refinery in Panipat. The ministry alleges that he also orchestrated operations in the Lasiyakot sector and directed drone-based arms smuggling efforts.

Ram Temple Recce Operative’s Role in Terror Network

One of the most notable additions to the list is Hafiz Khalid Waleed, identified as Hafiz Saeed’s son-in-law. His inclusion in the terror designation underscores his role in supporting the 2016 Pampore attack and his longstanding membership in Lashkar-e-Taiba’s Central Advisory Committee since 2003. The U.S. had previously listed him as a global terrorist in 2012, citing his involvement in cross-border operations. The list includes six Indian nationals currently living in Pakistan or PoJK, according to news agency PTI. Firdous Ahmad Bhat, for instance, is accused of infiltrating Pakistan through Wagah in 2018 before joining Lashkar-e-Taiba. He is said to have recruited youth in south Kashmir and supplied weapons to militant groups operating in the region. “The action targets a network of senior Lashkar-e-Taiba and Jaish-e-Mohammed functionaries, including commanders, recruiters, financiers, and logistics coordinators accused of facilitating infiltration, terror financing, and attacks against India,”

Khan is accused of overseeing training camps in Muzaffarabad and conspiring in the Nagrota Army camp attack. Hafiz Abdul Shakoor, linked to both JeM and Harkat-ul-Mujahideen, is alleged to have aided the infiltration of Pakistani terrorists through the Samba-Kathua sector for the same operation. Faisal, based in Rawalpindi, is also linked to the 2012 Bengaluru Lashkar conspiracy, the 2013 Nanded Lashkar case, and the 2024 Rameshwaram Cafe blast, as well as the Mangaluru cooker blast and the Al-Hind ISIS module case.
